On 25 June, 2021, the Seminar on “Building Rule of Law Environment for Free Trade Port” was successfully held in Haikou, Hainan Province, with the support of China Institute for Reform and Development and Grandall Law Firm.

HU Guanghui, deputy director of the Standing Committee of Hainan Provincial People's Congress, said in his speech that the Law of the People’s Republic of China on the Hainan Free Trade Port (“Free Trade Port Law”) does not come easily for us. The Standing Committee of Hainan Provincial People's Congress will strengthen the legislative research and planning of Hainan Free Trade Port, make arrangements for the supporting regulations and systems as soon as possible, accelerate the formulation of supporting regulations urgently needed for the construction of the free trade port, and vigorously promote legislative innovation.

LV Hongbing, member of National Committee of Chinese People's Political Consultative Conference and chief executive partner of Grandall Law Firm, said in his speech titled "Building a High-level Free Trade Port with Chinese Characteristics” that the formulation of the Free Trade Port Law is not only the basic and regular work of building and forming the legal system of the free trade port, but also the necessary work and guarantee work for the full function of the Free Trade Port Law to take effect. 

ZHENG Xuehai, director of Hainan Provincial Department of Justice and deputy secretary of the Party Committee, said that legislation is the premise of building a business environment based on the rule of law. In addition to the Free Trade Port Law, a large number of supporting regulations are needed to fully establish and continuously improve the rule of law system of Hainan Free Trade Port.
