The Hainan Free Trade Port's Legal Construction Forum (“Forum”), co-hosted by China Institute for Reform and Development (CIRD) and Grandall Law Firm, and organized by Free Trade Port Research Institute with Chinese Characteristics, was held in Haikou on 1 November 2021. 

Through the "online + offline" approach, experts and scholars, government leaders, senior lawyers and media representatives from home and abroad were invited to express their ideas on two major issues, namely the construction of local legal system and the judicial service practice innovation, to support the construction of legal system for Hainan Free Trade Port.

LU Zhiyuan (Deputy Director of the Standing Committee of Hainan Provincial People's Congress), ZHANG Yi (Secretary of the Party Group and Chief Procurator of Hainan Provincial People's Procuratorate), ZHENG Yong (Deputy Director of Hainan Provincial Department of Justice), WANG Ping (Member of the Party Group and Vice President of Hainan Provincial High People's Court), LV Hongbing (Chief Executive Partner of Grandall Law Firm), and CHI Fulin (President of the CIRD and President of  Free Trade Port Research Institute with Chinese Characteristics), attended the Forum and delivered wonderful speeches, respectively.  LEE Chun (Founding Partner and Executive Partner of Grandall Law Firm, and President of CIRD-Grandall Free Trade Port Legal Research Institute) presided over the opening ceremony. 

In order to better serve the construction of Hainan Free Trade Port and to take advantage of the strengths in the field of research on the legal system of the free trade port, CIRD-Grandall Free Trade Port Legal Research Institute (“Research Institute”), jointly established by the CIRD and Grandall Law Firm, was officially incorporated with the approval of Hainan Provincial Social Science Federation and the Provincial Civil Affairs Department.  MA Yongxia (Vice Chairman of Hainan Provincial Committee of the CPPCC), WANG Huiping (Secretary of the Party Group and Chairman of Hainan Provincial Social Science Federation and President of the Provincial Academy of Social Sciences), CHI Fulin and LV Hongbing attended the inaugural ceremony and jointly inaugurated the Research Institute.
